Capacity Development on FinTech

The Royal Monetary Authority (RMA), in collaboration with the International Monetary Fund (IMF), successfully conducted a two-day Capacity Development Workshop on FinTech Sandbox from August 25–26, 2025, in Thimphu.
Speaking at the event, Ms. Puja Singh, Senior Financial Sector Expert, IMF (Mission Chief) and Mr. Kenneth Coghill, NYDFS, at RMA, emphasized the importance of collaborative efforts between regulators and innovators.
The sessions covered:
Global FinTech Developments and emerging trends impacting financial stability.
FinTech in Bhutan, including RMA’s regulatory approach and role in sandbox operations.
Sandbox Design Fundamentals, addressing key requirements, challenges, and international best practices.
Testing Frameworks and Risk Management to ensure safe and efficient innovation adoption.
Participants also engaged in interactive group exercises and knowledge-sharing sessions with international regulators, including virtual lectures from DFSA (UAE) and FCA (UK), highlighting global experiences in sandbox governance.
This workshop marks a significant milestone in Bhutan’s journey to foster an innovation-driven financial ecosystem under the Druk Nguldrel Lamtoen-2030 initiative.
Next Steps: The IMF team will continue engagements with RMA departments and key stakeholders until September 2, 2025, to develop strategic roadmaps and strengthen sandbox operations.
